Canada operates in a two-tiered immigration system i.e. Federal and Provincial levels under a shared jurisdiction between various provinces. Almost all ten Canadian provinces and three territories follow this protocol. A Canada Provincial Nominee Program (PNP) means provinces get to nominate an individual or a skilled worker candidate to come to their province with the specific skills set as required by their local economies (businesses).
