It is up to you if you wish to accept the NOI sent by the province for their Canada PNP program. Notification of Interest (NOI) from a province gets sent to your Express Entry profile stating that the province is interested in considering you for nomination under their Provincial Nominee Program (PNP). Once you receive an NOI, you have to contact the province directly within two weeks via email stating that you wish to proceed with the Canada PNP process. You must provide your Express Entry profile number and a screenshot of the NOI received from the province in your email. The province explicitly informs you that this is just a letter of interest and that it is not a guarantee that you will be nominated by them. Canada PNP nomination happens only after you qualify all the requirements of the province. The province will confirm your information and will send you an email requesting you to submit an application, which includes a form to fill out and a document checklist listing all the required documents.
